Falling under police chiefs’ command, the rapid reaction troops would be used to set up security cordons, comb large rural areas and reassure the public. Mr Cameron said: “It gives the police an additional power in a time of great need.
“If there were a terrorist attack and we needed to surge, people would be happy to see the military do that role.”
The £178 billion review also details the Government's commitment to renewing Trident nukes and plans to put 50,000 of the Armed Forces on war footing with two new strike brigades of up to 5,000 troops each ready to deploy to any global crisis.
The MoD will also spend billions on new warships, extra stealth jets for the new aircraft carriers, high altitude drones and a new fleet of maritime patrol planes.

In Paris yesterday, Mr Cameron laid flowers outside the Bataclan theatre where 89 people were murdered.
The PM said he had offered French jets the use of the RAF's base in Cyprus to launch raids and also said “it’s my firm conviction” that Britain should join in the pounding of IS.
